I. STORM EVOLUTION
- At 4:00 p.m. on July 16, the center of the tropical depression was at about 14.2 degrees North latitude; 130.1 degrees East longitude, in the sea east of the Philippines. The strongest wind near the center of the tropical depression was level 6-7 (39-61 km/h), gusting to level 9; moving in the West Northwest direction at a speed of about 15 km/h.
- Early morning on July 18, the tropical depression in the sea east of the Philippines strengthened into a storm, with the international name WIPHA.
- At 1:00 a.m. on July 18, the center of the storm was at about 16.4 degrees North latitude; 125.3 degrees East longitude, in the sea east of Luzon Island (Philippines). The strongest wind near the center of the storm was level 8 (62-74 km/h), gusting to level 10; moving northwest at a speed of about 20km/h
- On the morning of July 19, storm WIPHA entered the northeastern sea area of the North East Sea, becoming storm number 03 in 2025. At 10:00, the center of the storm was at about 20.2 degrees North latitude; 119.4 degrees East longitude, in the northeastern sea area of the North East Sea. The strongest wind near the center of the storm was level 9 (75-88km/h), gusting to level 11; moving northwest at a speed of about 20km/h.
- On the morning of July 21, storm number 3 crossed the northern area of the Leizhou peninsula (China), entering the northern part of the Gulf of Tonkin. At 10:00, the center of the storm was at about 21.2 degrees North latitude; 109.6 degrees East longitude, about 190km from Quang Ninh, 310km east of Hai Phong; about 340km from Hung Yen, about 360km from Ninh Binh to the East Northeast. The strongest wind near the storm center is level 9 (75-88km/h), gusting to level 11; moving in the West Southwest direction at a speed of 10-15km/h.
- This afternoon (July 22), the storm center entered the mainland of Hung Yen-Ninh Binh provinces. At 11:00, the storm center was located at about 20.1 degrees North latitude; 106.2 degrees East longitude, on the mainland of Hung Yen-Ninh Binh provinces. The strongest wind near the storm center is level 8 (62-74km/h), gusting to level 10; moving in the West Southwest direction at a speed of 10-15km/h.
- Last night (July 22), the tropical depression (weakened from storm No. 3) weakened into a low pressure area on the Vietnam - Laos border area. At 01:00, the low pressure area was located at about 20.0 degrees North latitude; 104.8 degrees East longitude. The strongest wind in the center of the low pressure area was below level 6 (below 39km/h). - It is forecasted that in the next 12 hours, the low pressure area will continue to move mainly in the West-Southwest direction, weakening and gradually dissipating.

II. COMMAND AND RESPONSE
- On July 17, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 4498/CD-BNNMT on responding to tropical depressions in the East Sea that are likely to strengthen into storms.
- On July 18, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 4581/BNNMT-DD on coordinating response to storm WIPHA and post-storm floods.
- On July 19, 2025, the Ministry of Agriculture and Environment issued Official Dispatch No. 4594/CD-BNNMT on responding to storms in the East Sea.
