Closing Ceremony Capacity Building Course for Central Trainers of Community-Based Disaster Risk Management

8:50:33, 03/09/2020 After 9 lessons, on July 24, 2020, at the Irrigation University, Vietnam Disaster Management Authority in cooperation with the Irrigation University, United Nations Development Program (UNDP) held the Closing Ceremony of the first course to strengthen the capacity of central faculty in community-based disaster risk management.

Attending the ceremony were Ms. Doan Tuyet Nga - Director of Department of Science, Technology and International Cooperation, VNDMA, Ministry of Agriculture and Rural Development (MARD), GCF Deputy Project Director; Prof. Dr. Trinh Minh Thu - Rector of Thuy Loi University; Ms. Sitara Syed - UNDP Deputy Representative in Viet Nam. Especially the presence of lecturers and students participating in the course.



Overview of the Course Closing Ceremony

The first course on capacity building for the central faculty of community-based disaster risk management was held at the Irrigation University with 28 trainees. During the training process, the University invited experts with many experiences in the field of natural disaster risk management of VNDMA to participate in teaching such as: Mr. Tang Quoc Chinh - Director of Natural Disaster Safety Control Department, Mr. Nguyen Viet Tien - Director of Legal Inspection Department, Mr. Bui Quang Huy - Deputy Director of Disaster Management Policy and Technology Center.

With the aim of training qualified trainers capable of conducting training courses at the central, provincial, district and commune levels on disaster risk management and climate change, contributing to improving productivity. With the force of the national training system at all levels, VNDMA has collaborated with the Irrigation University, the United Nations Development Program to develop the standard curriculum on disaster prevention and adaptation. national community-based climate change, organizing advanced training for existing national trainers on disaster risk management; equip them with knowledge and skills on climate change, teaching methods for adults and gender integration, and conduct tests and certify qualified instructors.

Speaking at the closing ceremony, Ms. Doan Tuyet Nga - Director of Department of Science, Technology and International Cooperation, VNDMA, Ministry of Agriculture and Rural Development thanked for the dedication of the University of Water Resources and the team. The trainers supported the training of the first course, in line with the content of the Government's Project 1002 on "Community awareness raising and community-based disaster risk management". At the same time, to acknowledge the efforts and efforts of students in the learning process, especially older students.

Ms. Nga also added that currently, VNDMA has received 3 proposals from the localities, namely Lao Cai, Ha Giang and Tuyen Quang to coordinate with the Irrigation University in training staff for natural disaster risk management.

Speaking at the ceremony, Ms. Sitara Syed, UNDP Deputy Representative, affirmed: Participants from this course have been and will be an important resource in the joint effort to make the Vietnamese people and community safer. and to respond better to natural disasters and the impacts of climate change. After this successful course, UNDP wishes to continue to coordinate with VNDMA and the University of Water Resources in the process of organizing the second course B- or “Basic course” in the next few months. .

The two training courses will lay the foundation for the development and professionalization of trainers' training courses, as well as training courses for VNDMA staff, ministries, provinces, and participants directly in disaster prevention.

According to Prof. Dr. Trinh Minh Thu - Principal of Irrigation University, natural disasters and climate change are directly affecting Vietnam, so the course strengthens the capacity of the faculty at central level under the UNDP's support on this occasion is of great significance to the prevention of natural disasters.

Irrigation University has committed to working with VNDMA and UNDP to continue pursuing the idea of building capacity building courses for the central faculty of disaster risk management in the future. This cooperation activity will be an important aspect to be considered in the process of reviewing and evaluating the Implementation Results of Project 1002 chaired by  VNDMA with support from UNDP.
