Ha Tinh plans to store water in reservoirs with potential safety risks

9:24:20, 20/08/2025 According to the Department of Agriculture and Environment of Ha Tinh, the Provincial People's Committee has just issued a decision on a water storage plan and solutions to ensure the safety of 41 irrigation reservoirs at risk of being unsafe during the 2025 rainy and flood season.

On August 18, Mr. Tran Duc Thinh, Head of the Ha Tinh Irrigation Sub-Department, said: Currently, in Ha Tinh, there are 348 irrigation reservoirs with a total capacity of over 1.6 billion m3. Every year, the dam system provides irrigation water for more than 58,000 hectares of rice fields/year and upland crops, providing water for industry, people's lives, aquaculture, contributing to reducing downstream floods and improving the ecological environment. "The whole province still has 116 damaged and degraded reservoirs and dams. To ensure the safety of reservoirs, the Provincial People's Committee has issued a plan to store water and solutions to ensure the safety of 41 irrigation reservoirs at risk of being unsafe during the 2025 flood season (including 1 reservoir without water storage, 31 reservoirs with limited water storage, 9 reservoirs with water storage according to design). A typical example is Cha Cham reservoir in Huong Pho commune. Due to the impact of heavy rains from May 24 to May 25, 2025, the Cha Cham reservoir earth dam continued to experience landslides, upstream slope and dam body slides for the 5th time (the first time occurred in July 2023; the second time occurred on May 8, 2024; the third time occurred on September 30, 2024; the fourth time occurred on October 1, 2024). Landslide scope From the temporarily reinforced rock pile in 2023 to the water intake culvert (56m long), the landslide has slid down to the foot of the upstream dam slope with a depth of about 1.5m, the narrowest dam surface is now 0.7m...

The risk of dam failure when encountering heavy rain and floods during the 2025 flood season is real, threatening the safety of the works, infrastructure, people's lives and fields of people downstream of the dam.

Mr. Tran Nguyen Hong, Station Chief of Da Han Station (Nam Ha Tinh Irrigation Company Limited) said: The solution to ensure the safety of Cha Cham Lake during the rainy and flood season in 2025 is to prioritize research and calculate the plan to lower the spillway to ensure timely flood drainage and keep the lake water level at a safe level for the project when floods occur. At the same time, develop a plan, mobilize human resources and resources to coordinate with local authorities to urgently repair and temporarily reinforce the landslides and slides of the earth dam slope, to prevent further landslides of the upstream slope and the earth dam body.

The functional sector also calculates and balances alternative water sources from other projects to ensure the water supply needs for the area covered by the Cha Cham Lake project. In case the water source is not guaranteed, the local authorities will be notified to have a plan to convert the crop structure appropriately.

In addition, the Station will update the current status of the project in the approved natural disaster prevention plan; Prepare human resources, materials, and means to coordinate with relevant local authorities to be ready to handle construction incidents (if any) according to the "4 on-site" motto, ensuring the safety of constructions and people's property.

In the long term, Mr. Hong said: "The station will coordinate with the People's Committee of Huong Do commune to completely handle violations of the flood discharge corridor behind the spillway of Cha Cham lake, return the open space to implement plans to lower the spillway to ensure timely flood discharge, ensuring safety for constructions and downstream areas".

For Cu Lay lake (Tung Loc commune), the left wall of the water slope is tilted and cracked, the end wall is broken and collapsed; the bottom of the water slope has cracks; The downstream channel is severely eroded, deeply penetrating the land on both sides... There is a high risk of erosion and collapse of the downstream part of the spillway, the energy dissipation yard and the energy dissipation part of the project, the water storage capacity of Cu Lay Lake is currently very poor...

The Bac Ha Tinh Irrigation Company Limited will coordinate with the People's Committee of Tung Loc commune to inspect and review households, units, and production and business establishments in the downstream area of the dam that will be affected if the dam has an incident (collecting the phone numbers of household owners to inform and notify in case of emergency); update the Disaster Prevention and Control Plan and strengthen the Disaster Prevention and Control and Search and Rescue Steering Committee at the project; arrange necessary conditions (human resources, materials, means, etc. on site) to promptly respond to unusual flood situations to ensure safety for the works and downstream areas...

Currently, the People's Committee of Ha Tinh province has assigned the Department of Agriculture and Environment to monitor, inspect, and urge units and localities to implement safety plans and solutions for 41 works. Periodically every month, quarter, year, and suddenly when required, summarize the implementation results and report to the People's Committee of the province and the Ministry of Agriculture and Rural Development according to regulations; promptly advise and propose solutions to effectively implement and complete the tasks of ensuring dam safety./.
