Hanoi urgently announced the situation of landslide on the right bank of the Red River

16:0:22, 13/08/2020 River bank erosion incidents in communes: Chu Minh, Son Da, Minh Quang, Ba Vi district; Thanh Cao commune, Thanh Oai district (Hanoi) is very serious and unpredictable.

Considering the Report of the Department of Agriculture and Rural Development, the People's Committee of Hanoi has approved 3 decisions to announce the emergency state of Red River landslide incident in Chu Minh commune, Ba Vi district; landslide on the right bank of Da river in communes: Son Da, Minh Quang, Ba Vi district; landslide on the left bank of Day river in Thanh Cao commune, Thanh Oai district.

In Chu Minh commune, Ba Vi district, the incident location was on the right bank of the Red river (Chu Minh embankment) with a length of about 250m and a right dyke of Hong with a length of about 300m. The arches form vertical walls, causing cracks, subsidence of walls and auxiliary structures of households, affecting the safety, life and property of more than 10 households in Chu Quyen village, Chu Minh commune.

In the communes of Son Da, Minh Quang, Ba Vi district, the incident location at the Khe Thuong embankment, from K4 + 100 to K4 + 700, with a length of about 600 meters, belongs to Son Da commune. The embankment foot was strongly eroded, the most dangerous landslide position, the entire embankment foot was lost and close to the foot of the embankment, in this area the embankment roof was the dyke roof that directly threatened the safety of the right dyke line. 

The location of the landslide incident at Dong Tien pumping station within Minh Quang embankment, about 500m in length, strongly eroded the embankment foot, the strongest landslide area about 30m, the bow close to the toe of the dyke. Embankment roof is a dike roof, close to Dong Tien pumping station, directly affects the safety of Khanh Minh dike line, and the safety of Dong Tien pumping station.

The location of the landslide event from the end of Lien Bu village, about 450m in length towards Dong Quang bridge (Minh Quang embankment), the foot of the embankment strongly eroded, the strongest landslide area was about 30m near the foot of Khanh Minh dyke, area landslide directly affects the safety of the dyke Khanh Minh.
In Thanh Cao commune, Thanh Oai district, the incident location on the left bank of Day river is about 600m from K29 + 600 to K30 + 200 left Day dike, respectively. On the riverbank, there appeared 6 landslide positions, the arcs of length (from 5 to 10) m, height (from 3 to 3.5) m, of which 1 arc eroded deep into the roadbed ( from 2 to 3m) create a frog jaw. The supply chains tend to develop more and develop complicatedly, threatening river bank stability, if not handled in time, it may continue to cause landslides and seriously affect people and property of people. in the area.

In order to strengthen the protection measures to ensure the embankment works and the safety of people and property of the people, the City People's Committee requests district People's Committees to prevent people from entering the landslide area; promptly propagate, notify, post warning signs, localize the scope of the danger of continued landslide or incidents of occurrence so that people can actively prevent them; restrict ships and boats from passing through the landslide area and arrange staff to be on duty according to regulations.

Regarding emergency remedial measures, the People's Committee of Ba Vi district was assigned by Hanoi City to be an investor, to implement the project of Urgent treatment to prevent landslide on the right bank of the Red River from K20 + 700 to K20 + 950 respectively. and from K21 + 200 to K21 + 500 right dyke Hong in Chu Minh commune, Ba Vi district; Department of Agriculture and Rural Development is the investor, implementing the project to urgently handle landslides in Khe Thuong embankment area from K4 + 100 to K4 + 700 dyke owned Da respectively; Dong Tien pumping station area with a length of about 500m and a section from the end of Lien Bu village with a length of about 450m towards Dong Quang bridge on the right bank of Da river; Project on urgent treatment against landslide on the left bank of Day river, section passing Thanh Giang village, Thanh Cao commune, Thanh Oai district, from K29 + 600 to K30 + 200 left bank of Day river respectively (length will be determined verified after having survey documents) by city budget. The Hanoi Department of Planning and Investment shall assume the prime responsibility for, and coordinate with the Department of Finance in, advising capital sources, balancing capital arrangements for project implementation when all conditions are met.
