Increasing discharge flow of Tuyen Quang and Hoa Binh lakes to cope with floods

10:7:25, 30/09/2025 From 3 a.m. on September 30, Tuyen Quang and Hoa Binh hydropower reservoirs opened additional bottom spillway gates. The Ministry of Agriculture and Environment also warned downstream localities to proactively prepare plans to ensure safety for people, constructions and activities along the river.

The Ministry of Agriculture and Environment warns downstream localities to proactively take measures to ensure safety for people, constructions and activities along the river..

According to Official Dispatch No. 7310/CD-BNNMT dated September 29 of the Ministry of Agriculture and Environment, to ensure the safety of the project and downstream, from 3:00 a.m. on September 30, 2025, Tuyen Quang Hydropower Reservoir and Hoa Binh Hydropower Reservoir will open an additional bottom spillway.

At 9:00 p.m. on September 29, the upstream water level of Tuyen Quang Reservoir was at 119.09 m, the inflow to the reservoir was 2,278 m³/s, the total discharge to the downstream was 1,209 m³/s. Hoa Binh Reservoir had an upstream water level at 115.39 m, the inflow to the reservoir was 11,247 m³/s, the total discharge to the downstream was 3,905 m³/s.

The regulation is carried out according to the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 and Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister. The Ministry of Agriculture and Environment requests Tuyen Quang and Hoa Binh hydropower companies to closely monitor the development of rain and floods, safety of works, water flow to reservoirs, upstream and downstream water levels and promptly report to the Ministry (through the Department of Dyke Management and Natural Disaster Prevention and Control).

On the same day, the Ministry of Agriculture and Environment sent a document to the People's Committees of the following provinces and cities: Tuyen Quang, Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh, requesting urgent notification to local authorities, people and organizations and individuals operating on rivers and along rivers to proactively prevent. Localities need to pay special attention to safety for aquaculture facilities, water transport vehicles, ferry terminals, construction works, sand and gravel exploitation, gathering and transfer activities.

The Ministry of Agriculture and Environment also requested localities to promptly report and propose solutions to handle unusual situations that may occur during flood discharge to ensure the safety of people and property in downstream areas./.
